On rocky grounds

THE latest attempt to develop a former garden area within the Kinnoull conservation area in Perth was unanimously rejected by a Perth and Kinross Council committee.

Over the past 12 years owner John Munro has made repeated attempts to gain consent to build on a small area of land which lies between Witchhill House and Kinnoull Primary School and has a rocky escarpment leading down to Dundee Road.

Mr Munro appealed to Scottish Ministers twice, who on both occasions upheld the decisions made by councillors.

The latest outline application to be rejected by the development control committee indicated the site could accommodate four to six residential units. It was recommended for refusal by development quality manager Nick Brian.

Mr Munro told the committee that vehicular entrance would be from Kinnoull Terrace, and he would create pedestrian access to Dundee Road.

He argued points raised by Mr Brian were not satisfactory, and that development of the site would cause no adverse visual impact.
