Measures to allow councils to introduce free school meals for five to seven-year-olds will come before MSPs in Parliament.
The scheme was narrowly passed by Holyrood's education committee last week, with the SNP members voting down Lib Dem and Tory opposition, while Labour abstained.
Tory Liz Smith, who voted against the plans last week, said MSPs need to be told whether or not councils that do not implement the plans face a financial penalty.
