Housing associations were given £9 million to boost the number of affordable homes in Scotland.
The cash will help buy land and unsold stock from the private sector. Deputy First Minister Nicola Sturgeon announced the funding, which comes from £100 million brought forward from future budgets.
Ms Sturgeon said: "We are taking decisive action, within our powers, to help alleviate the brunt of the credit crunch on developers and assist the delivery of more affordable homes."
